In the sense that you could run a node that does not understand SegWit and still see blocks valid(but lots of anyoen can spends inside them), yes. But that's not a realistic scenario as you miss out. And yes, miners have the best interest to not miss on any TXs. Not that familair with what happened on MimbleWimble.
